To ensure that local governments were not sympathetic toindependence movements, they deported the indigenous ruling classesand replaced them with imported ruling classes from otherprovinces. This occurred, eg, in the kingdom of Israel where anAssyrian aristocracy was imported to rule and the Israelaristocracy sent to Assyria to rule there.
