The Greek ideology was continuous warfare between the city-states.The Persian ideology was to create peace and prosperity withintheir empire. When the Persians tried to incorporate the mainlandGreek cities within their empire to keep them quiet, they failed,and after 50 years agreed to stay away from the cities, and leftthem to go back to their usual destructive warfare amongstthemselves.
