Since it is impossible to grow food on top of a kilometre thick mass of ice which may extend for more than a thousand kilometres in all directions, it would mean millions of people moving their homes to somewhere warmer. The problem is, they would have to fight the other people into who’s area they moved as there would not be enough space to accommodated everyone.
