They were separate independent city-states and consequently no inthe business of forming an empire. There strength was in trade, andestablishing trading stations around the Mediterranean Sea and inMesopotamis fulfilled their needs without the liability of tryingto subdue and govern people. Their attitude was ‘Why try to rulewhen you can make great profit by simply trading and leave them totheir own political problems, disputes and fights’.
