When the Persian threat was ended, Athens continued to collect the tribute and misapplied it to beautify the city, keep nearly half its population on the public payroll, and use the navy to extort the tribute from increasingly unwilling cities, turning the League into an empire of its own.

This eventually brought it into conflict with the Peloponnesian League and a devastating 27 year war in which Athens lost its empire.
