Theodoric the Great, the king of the Ostrogoths, was sent to invade Italy by Zeno I, the Eastern Roman Emperor, to oust the ruler there (Odoacer). He established an Ostrogoth kingdom in Italy, Austria and the former Yugoslavia, but let Rome and the Latins of Italy run their own political and administrative affairs autonomously. He took charge only the military, defence and security. He tried to revive what was left of the Western Roman Empire.
