When the Germanic invation threatened Rome in the late 2nd Century BCE, the traditional small-farmer army could not provide the nu,bers, so it was necessary to recruit the non-propertied class. Unlike the farmers, they had no farms to return to after the war, and looked to their generals to provide for them. This gave those general a powerful backing, and the ability to try to impose their will and extend their personal power, resulting in the civil wars.
