It was not the Ice Age that encouraged people to migrate but the warm periods between Glacial Maximums.
Ice Ages are mainly long periods of intense cold interspersed with short periods of warmth. When the warm periods started the ice retreated, animals gradually moved into the new areas looking for food and people followed them as the animals were their main source of food. This was, of course, before people were able to farm.
