While declaring ‘the Republic restored’ he kep to himself reserve powers of Tribune of the plebs, Pro-consul outside Rome, and allotted himself the frontier provinces, which had the legions and so kept them out of the hands of opportunists. He also eschewed expansionism and stabilised the empire’s borders.
