Short anwser: because at the time only large cities could have a large enough work force to plow the land,plant seeds,water them, harvest them,clean them and sell them at markets. While on the other hand small tribes of people found it alot simpler to chase and catch a, say…elk in less then an hour. Over waiting months for corn.
