How did the policy of the Assyrians toward their subject peoples differ from the policy adopted by Persia’s Cyrus the great

Subjects (mostly Jews) in the Assyrian Empire were slaves. When the Persians took over, Cyrus the Great (who is really Great) freed the Jewish slaves and “hired” them to do work. While the former slaves were working, Cyrus’ men would come around handing them money for the day.
