Australia did not exist as a political entity in 1853-56 (Austrakia was a geographic word – the political entity Commonwealth of Australia was formed in 1901), so it could not have. There were the separate colonies New South Wales, Victoria, South Australia, Western Australia and Van Diemens Land/Tasmania (Queensland was part of NSW until 1859). There was however a Governor-General of Australia from 1851 to 1861 (FitzRoy and Dennison) however as there was no Australian government to provide an executive council to advice on decisions, both declined to make any decisions and restricted their actions to purely ceremonial.
