Sparta had a limited democracy. The citizens met in assembly andvoted on issues put to them by the council, but could not raiseissues themselves. It was necessary for the council to do this asthe citizens were also the army, and no oligarchs could hope tohave unfettered control over them as would be the case in anoligarchy.
