This paper will begin with an overview of the training and development function and how the needs assessment fits into this process, followed by an in-depth look at the core concepts and steps involved in conducting a training needs assessment.

The first chapter is introduction which expresses the background, significance, purpose and objectives of this report. The goal of this report is finding best training needs assessment method in context of Afghanistan. Furthermore this report will point out some Training Needs Assessments methods which is widely practiced and recognized in international board of management in literature review chapter number two. Training Needs Assessment is a matter for every organization, but since banking and telecommunication sectors are growing well in Afghanistan I have chosen these organizations as target population.

Through research and interview it is revealed that some organizations conduct Training Needs Assessments, but not in a professional method and even some organization do not conduct Training Needs Assessments because of some compulsory and mandatory trainings. The last chapter is recommending that even if the training is mandatory, but TNA must be conducted it is because TNA is not only for finding weak points, but to find strong point of individuals where it will save training costs and time.
