The theory that the Etruscans ruled Rome is just that, a theory. It was created by historians in the 60s and 70s and become extremely popular. However, it has also been challenged more recently. Its evidence base is flimsy and it is based on unproven assumptions. Recent archaeological evidence suggest a different picture.
