Athens turned the Delian League, which it led, into an empire ofits own, continuing to levy the war funds, by force, and spendingthem on its own beautification, putting half its people on thepublic payroll, and becoming a centre of the arts. This lasteduntil it was defeated in the Peloponnesian War 50 years later, whenit was stripped of its empire, and had to make do with its ownproduction.
