Why did Antony pick Lepidus as one of the new leaders of Rome

Antony and Octavian almost had to agree to have Lepidus as a triumvir as he had been Caesar’s Master of the Horse at the time of Caesar’s death. That office, Master of the Horse, meant that Lepidus was in charge of the city of Rome along with the troops and guards stationed nearby.
