The difference couldbe based on climate. Since Assyria was a highland region, north of Babylonia,it had a more invigorating climate than Babylonia. Also the Assyrian culture wasdeeply indebted to that of the Babylonians, the Hittites and the Hurrians. Thereligion was adopted from the Babylonians except that Ashur the presiding godof the city of Ashur became the chief deity of Assyria. It was animistic natureworship.
