The Code of Hammurabi is still remembered as the first form of written law, but when laws are decreed by kings such as Hammurabi, they are usually discarded by new kings who have their own laws to proclaim. It was not until much later in history that countries began to develop systems of law that were stable enough to remain in effect even when one ruler is replaced by another.
